Emergency mustering: getting the roll call right

When the alarm goes, there is only one question that matters: is everyone out? On a busy site with staff, visitors and contractors coming and going, answering that quickly and correctly is harder than it sounds - and it is a legal duty to be able to.

Why the roll call is the whole game

An evacuation is judged on one thing: can you account for everyone, fast? A slow or uncertain roll call means fire marshals searching for people who already left, or - far worse - nobody realising someone is still inside. Getting this right is both a legal requirement and the most important few minutes on any site.

Why the signing-in book fails

A paper register is out of date the moment someone arrives late or nips out. In an emergency it is often in the wrong place, hard to read, and does not tell you at a glance who is a visitor, who is a contractor, and who has actually left for the day. It gives you a list of names, not an answer.

What good mustering looks like

• Know who is on site in real time - staff, visitors and contractors, not yesterday snapshot
• Clear muster points, and zones on larger sites

• Fast identification of who is missing, and where they were last
• A record afterwards - what happened, who was accounted for, when

Practise it

A muster plan you have never tested is a guess. Run drills, and keep the records of them separate from real events so your evidence is clean. A drill is also the moment you find out your roll call is out of date - far better then than during a real evacuation.
